Examining the history of export controls on encryption software, such as PGP, reveals a pattern of failure. Despite restrictions, these tools have continued to be used and distributed. Similarly, efforts to control the export of spyware have also been unsuccessful. Now, concerns are being raised about the export of advanced cybersecurity models like Mythos. This situation highlights the need for a new approach to cybersecurity, one that moves beyond ineffective export controls.
